Board of Trustees


The Future Fund is managed by the Department of Finance, with a Board of Trustees to provide oversight.

The Board of Trustees consist of six members as follows:

  • Michelle Jewer, CPA, CA, Deputy Minister of Finance (chairperson);
  • David Drover, CPA, CGA, Assistant Deputy Minister of Treasury Management and Budgeting;
  • Brendan Hanlon, CPA, MBA, Comptroller General of Finance;
  • Thomas Nemec, CPA, CA, MBA, Director of Treasury Management;
  • Dr. Susan Squires, Ph.D., Assistant Deputy Minister of Climate Change, (three-year term; public service employee appointment based on expertise in environmental matters); and,
  • Ken Martin, MBA, External Trustee (three-year term; appointment based on the recommendation of the Public Service Commission).

The trustees are responsible for preparing three-year activity plans and annual reports as required by the Transparency and Accountability Act. These reports include annual financial statements of the fund, audited by the Auditor General, and are tabled in the House of Assembly.

Board of Trustees - Bios

Michelle Jewer, CPA, CA

Michelle Jewer joined the Government of Newfoundland and Labrador in 2000 at the Office of the Auditor General. Since that time, she has held several financial leadership positions in government across various departments including the Department of Education, the Department of Health and Community Services, Department of Finance and Treasury Board Secretariat. Ms. Jewer has held the role of Comptroller General, Secretary to the Treasury Board (Acting) and most currently Deputy Minister of Finance. Ms. Jewer holds a Bachelor of Commerce (Co-operative) from Memorial University and is a Chartered Professional Accountant.

David Drover, CPA, CGA

David Drover joined the Government of Newfoundland and Labrador in 2000 with the Department of Finance. Since that time, he has served in a number of financial management positions including Manager of Public Accounts and Banking Services, Director of Financial Systems Control and Director of Government Accounting. He has also served as Comptroller General of Finance and most recently as the Assistant Deputy Minister of Finance for Treasury Management and Budgeting. Mr. Drover holds a Bachelor of Commerce from Memorial University and is a Chartered Professional Accountant.

Brendan Hanlon, CPA, MBA

Mr. Hanlon is a Chartered Professional Accountant with a Master of Business Administration from Memorial University of Newfoundland and Labrador. Currently the Comptroller General of Finance with the Treasury Board Secretariat, Mr. Hanlon has 25 years of government financial experience in addition to over five years at an executive level. Past positions include Departmental Controller, Director of Employment and Training Programs, and Assistant Deputy Minister of both Municipal and Provincial Affairs and Fisheries, Forestry and Agriculture.

Thomas Nemec, CPA, CA, MBA

After a 22-year career within finance and accounting in the private sector, Mr. Nemec joined the Government of Newfoundland and Labrador in 2019 as the Manager of Capital Markets and became the Director of Treasury Management in 2021. In addition to the Future Fund, he also serves as a trustee of the Newfoundland and Labrador Government Sinking Fund and as a director of several crown corporations. Mr. Nemec holds Bachelor of Science and Master of Business Administration degrees from Memorial University and is a Chartered Professional Accountant.

Dr. Susan Squires, Ph.D

Dr. Susan Squires began her career with the Government of Newfoundland and Labrador in 2009 as a plant ecologist with the Biodiversity and Endangered Species program of the Wildlife Division. She has served as the Director of Parks and Natural Areas, as Manager of Operations for the C.A. Pippy Park Commission, the Director of Environmental Assessment, and the Assistant Deputy Minister, Environment. In 2020, Dr. Squires was appointed to the position of Assistant Deputy Minister, Climate Change Branch, and is responsible for wilderness and ecological reserves, as well as climate change policy and programs regarding greenhouse gas emissions reduction and adaptation. Susan is chair of the provincial Greenhouse Gas Reduction Fund. Dr. Squires holds a Ph.D. and Bachelor of Science (Biology - Honours) from Memorial University and is a Fellow of the School of Graduate Studies of Memorial University.

Ken Martin, MBA

After 28 years of distinguished public service, Ken Martin retired in 2019 from his position as Vice-President of Atlantic Canada Opportunities Agency (ACOA) Newfoundland and Labrador. Prior to ACOA, Ken worked in commercial lending with a major chartered bank and as a financial analyst in the oil and gas sector. Along with the Future Fund, Ken currently serves on the boards of the College of the North Atlantic and Springboard Atlantic. Ken holds a Bachelor of Commerce from Memorial University and a Master of Business Administration (Finance) from the University of Calgary.
